Caleb J. Osborne

Division of Environmental Quality Director and Chief Administrator of the Environment

Caleb J. Osborne serves as the Director of Arkansas’s Division of Environmental Quality (DEQ) and the Chief Administrator of the Environment for the Arkansas Department of Energy and Environment, which gives him statutory signatory authority for Arkansas’s thirteen federally delegated environmental programs. Prior to his role with E&E, Osborne served as the Chief of Staff for the Arkansas Department of Parks, Heritage, and Tourism and the Associate Director for DEQ’s Office of Water Quality. He also has worked on energy and environmental policy and regulatory issues in the energy sector at both the state and federal level.

A native Arkansan, Caleb graduated from the University of Arkansas with a degree in political science. He also has a J.D. from The George Washington University in Washington, D.C., and an MPA from the George Bush School of Government and Public Service at Texas A&M University. He and his wife Stephanie live in Little Rock and have three sons. Caleb and his family are always up for an adventure to explore the scenic places and unique experiences Arkansas has to offer. Most recently, the Osbornes completed a whirlwind tour of all 52 Arkansas State Parks in one calendar year.
